Jess Wells is the mother of Mallory, she isn't seen much but is mentioned a lot. She is a neighbour and friend of Jack Bartlett.

Jess helps Charlie prepare to sing and play guitar at Amy's birthday party. Later, she thanks Jack for taking Mallory for the summer. (Ghost Horse) Jess and Charlie take Mallory to Heartland to stay for the summer while they're on tour. (Gift Horse) Jess and Charlie arrive at Heartland to collect Mallory. They tell her that Charlie has got a gold record, meaning they are sending Mallory to boarding school so they can go on tour. They thank Jack for convincing Mallory to give it a go. (Showdown!)
